Tom joined Neel-Schaffer in 1994 and has more than 20 years of experience in all aspects of airport development projects, including planning, design and construction phase services.

Based in the firm’s Madison (MS) office, Tom serves as an Engineer Manager with a focus on aviation. He has worked on the design of numerous airport projects, including pavement design and evaluation, airfield lighting, navigational aids, drainage, pavement rehabilitation, runway extensions, taxiways, and the design of airport fuel farm projects.

He has a broad range of knowledge and experience on airport projects that he can apply to develop cost effective solutions to unique airport projects using a variety of funding sources.

Tom’s experience also includes the development of a new airport, including a feasibility study, master plan, design, and construction. Tom has developed great working relationship with the FAA Airport District office staff and the FAA Regional staff. His ability to present proposals seeking FAA approval in a very convincing way is a real asset for Neel-Schaffer.
