Richard Sullivan, PE, Assoc. DBIA
Tennessee Operations Manager
Richard joined Neel-Schaffer in 2017 and serves as Tennessee Operations Manager, overseeing operations of the firm’s Nashville, Murfreesboro, and Memphis offices.
Based in the Nashville office, Richard is a Vice President with the firm and a Registered Professional Engineer in Tennessee, with over 20 years of experience as a Transportation Engineer and Project Manager. Some of the major projects Richard has worked on over the last decade include the I-40/240 Interchange Modification in Shelby County, the SmartFIX 40 on I-40 in Knoxville, and the Sligo Bridge Replacement in DeKalb County.
In 2018, Richard completed the Design-Build Institute of America’s certification exam and earned Associate DBIA certification from the DBIA Design-Build Certification Board. According to the DBIA, this certification identifies Richard “to Design-Build end-users and the community at large as a professional in the Design-Build field.”
In addition to managing Neel-Schaffer’s three Tennessee offices, Richard provides business development services for the firm throughout Tennessee and the region.
Richard’s experience before joining Neel-Schaffer included 14 years with the Tennessee Department of Transportation, and six years with another consulting firm. During his final six years at TDOT he served as the Assistant Director of Construction. He left TDOT to help start the Tennessee operation for the Corradino Group, Inc. He helped grow that firm’s presence in Tennessee to eight employees and a $5 million backlog of work in the state before joining Neel-Schaffer.
