Philip Sandel, PE, DBIA
Vice President, Operations Manager for the Carolinas and Georgia
Philip joined Neel-Schaffer in 2021 as a Senior Project Manager and in 2023 was named a Vice President with the firm.
In 2022, Philip was named Operations Manager for the Carolinas and Georgia. In this role, Philip manages all aspects of the firm’s South Carolina, North Carolina, and Georgia operations.
Based in the firm’s Columbia (SC) office, Philip is a Registered Professional Engineer in South Carolina and is one of seven engineers in the firm who hold DBIA certification through the Design-Build Institute of America (DBIA) certification process. According to the DBIA website, certification “provides the only measurable standard by which to judge one’s knowledge of Design-Build Done Right.”
Philip has more than 20 years of experience, including 14 with the South Carolina Department of Transportation. During his tenure with the SCDOT, Philip served as a Lead Roadway Engineer, a Design Manager, and as the Midlands RPG Lead. He delivered more than 100 projects to let for the SCDOT.
