Green Light Plan Program Management

Breathing new life into the streets of East Baton Rouge Parish

Neel-Schaffer, teaming up with CSRS as the prime consultant, was selected by the City of Baton Rouge to provide program management services for this decade-long, City-Parish $700 million transportation improvement program.

This on-going management project, which started in 2006, is associated with the Transportation and Street Improvement Program funded by a half-cent sales tax that was passed by voters as part of “The Green Light Plan – Building Better Roads for East Baton Rouge Parish.”

Mayor Kip Holden, along with the Metro Council and staff, created the plan to address various complaints from citizens about public safety, traffic congestion, road maintenance, and landscaping.

The role of the team has been to work with the Mayor’s office and the Department of Public Works to develop goals and objectives for The Green Light Plan, and manage the design and construction of the entire program.
