SCDOT Debris Monitoring Services

SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION

Thawing out, cleaning up after Winter Storm Pax

The South Carolina Department of Transportation selected the Neel-Schaffer/True North team for a pre-event contract in September of 2013. In February of 2014 a severe winter storm ravaged a large swath of South Carolina, and the our debris management and supervision team mobilized while the storm was ongoing.

True North Operations Managers and Field Supervisors assisted SCDOT during the PUSH efforts, providing timesheet and equipment log management. These efforts ensured required documentation would qualify for reimbursement for the initial debris clearance response phase. During the PUSH efforts, other managers and supervisors managed project logistics, out-reach programs, and local staffing efforts.

We hired over 500 local monitors and staff throughout the eight-county project scope to assist with debris removal monitoring services. More than 450 debris monitors worked to clean up the rights-of-way (ROW) of more than 1.5-million cubic yards of eligible vegetative debris. Our firm monitored almost 230,000 trees, to include trees with hazardous hanging limbs and leaner removals. The engineering firm of CHAO and Associates, Inc., provided assessment of numerous debris management sites to facilitate SCDOT with meeting DHEC permit and review requirements.

Our Project Manager, a US Army Corp of Engineers’ certified Subject Matter Expert, along with other Operations Managers and Field Supervisors, worked shoulder-to-shoulder with FEMA project members to ensure a successful project validation process.
