LITTLE ROCK, Ark. (November 20, 2024) – Neel-Schaffer, Inc., a leader in engineering and construction management services throughout the Southeast, is excited to announce the opening of its new office in Little Rock, Arkansas.
This expansion is a significant milestone in the firm’s strategic growth plan. In conjunction with this development, Neel-Schaffer has appointed Jamie Collins, PE, as Arkansas Operations Manager.
Neel-Schaffer provides road and bridge engineering design services to the Arkansas Department of Transportation, and establishing a Little Rock office is a natural progression in the firm’s commitment to serving the state with innovative engineering solutions, guided by Neel-Schaffer’s core values of Care, Service, and Excellence.
Jamie brings over 30 years of expertise in civil engineering and public service. For the past 12 years, he has held various roles with the City of Little Rock, most recently as Director of Planning and Development, where he managed all aspects of private construction, roads, subdivisions, building permits, and rezoning applications. An Arkansas native, Jamie earned his Bachelor of Science in Engineering from Arkansas Tech University. His career includes 17 years in Arkansas and additional experience in California and Georgia.

Jamie said his goal is to expand Neel-Schaffer’s presence in Arkansas, making the firm’s full suite of engineering, construction management and consulting services available across the state.
