COLUMBIA, S.C. (Aug. 3, 2016) – Neel-Schaffer, Inc., is pleased to announce that Matt Lifsey, PE, has joined the firm as the Engineer Manager for the firm’s office in Columbia, South Carolina.
Lifsey, who has 26 years of experience, will serve in a management and business development role for Neel-Schaffer, marketing the firm throughout the Carolinas. He served as the President of OLH, Inc., from 2014-2016, and prior to that he worked for the South Carolina Department of Transportation for 24 years.
From 2007-2014, Lifsey served as Lowcountry Regional Production Engineer for the SCDOT. Additionally, from 2011-2014 he was responsible for all contract documents, processes/practices, and procurement efforts for all design-build projects statewide, including emergency design-build procurements for FHWA Emergency Relief funded projects. His efforts were instrumental in the implementation and creation of SCDOT’s design-build division in 2014.
“Matt was very involved in the evolution of the South Carolina DOT’s current design-build division and design-build program,” said Chris Sellers, Neel-Schaffer’s Vice President for South Carolina operations. “Not only will he help us grow our operations in South Carolina with the relationships he has in the DOT and with municipalities across the state, but he’s also going to help us with our design-build pursuits in other states.”

Lifsey holds a bachelor of science degree in civil engineering from Clemson University.
